SBP Standards v2.1 implementation begins as scheme transitions to enhanced sustainability framework
On 29 July 2026, we officially began implementation of SBP Standards v2.1, marking an important milestone in the continued evolution of our certification scheme. The revised Standards strengthen sustainability safeguards, improve audit consistency, enhance data integrity, and further align the scheme with the requirements of the EU Renewable Energy Directive (REDIII), whilst maintaining SBP’s established risk-based approach to certification.
The introduction of Standards v2.1 follows a review process that drew on practical experience gained through implementation of Standards v2.0, lessons learned from certification audits, feedback received through stakeholder consultations, and evolving regulatory requirements. The result is a more robust and streamlined framework designed to support organisations across the biomass supply chain in demonstrating legal, sustainable and responsible sourcing practices.
Supporting a smooth transition
To provide organisations with sufficient time to prepare, we have allowed for a transition period running until 28 October 2027. During this period, Certificate Holders can integrate the new requirements into existing management systems and align implementation with their normal audit cycles. Audits against Standards v2.1 may only be conducted once Certification Bodies have updated their accreditation scope to include the new version of the Standards.
To support implementation, we have developed a comprehensive suite of guidance materials and resources. These include updated Q&As, Normative Interpretations, revised Instruction Documents and supporting guidance and training that provide additional clarity on the practical application of the new requirements. The resources are intended to help Certificate Holders, Certification Bodies and other stakeholders navigate the transition with confidence and consistency.
Key enhancements introduced in Standards v2.1
Whilst the core structure and principles of the SBP certification scheme remain unchanged, Standards v2.1 introduce a number of targeted enhancements designed to strengthen assurance and improve overall scheme performance. These updates include:
- Stronger alignment with REDIII sustainability requirements.
- Enhanced safeguards relating to sustainable feedstock sourcing and risk management.
- Greater clarity regarding SBP-recognised risk assessment pathways, including the use of Company Risk Assessments where Regional Risk Assessments are not available.
- Improved governance, audit consistency and assurance processes.
- Strengthened requirements relating to data collection, reporting and integrity throughout the supply chain.
Together, these changes help ensure that the SBP certification scheme remains credible, practical and responsive to the evolving needs of regulators, markets and stakeholders.
Revised risk assessments published
Implementation of Standards v2.1 has also been supported by the publication of updated SBP-endorsed Regional Risk Assessments (RRAs) and REDIII Level A Risk Assessments. Published on 29 July 2026, these documents reflect the revised requirements introduced under Standards v2.1 and incorporate new evidence identified during the review process.
The publication package included:
- 14 revised SBP-endorsed Regional Risk Assessments.
- Five revised REDIII Level A Risk Assessments.
- A new REDIII Level A Risk Assessment for Norway.
- Updated Standards v2.1 Q&As.
- A new Normative Interpretation clarifying application and transition arrangements.
These updates follow extensive stakeholder engagement and public consultation, ensuring that the assessments continue to provide a robust and evidence-based foundation for responsible biomass sourcing within the SBP certification scheme.

We recognise that implementing revised certification requirements requires careful planning and collaboration. Throughout the transition period, we will continue to provide practical support through guidance materials, webinars, technical updates and stakeholder engagement activities.
As implementation progresses, we remain committed to ensuring that the scheme continues to deliver robust assurance, supports continuous improvement across biomass supply chains, and provides stakeholders with confidence that certified biomass is sourced legally, sustainably and responsibly.
