SBP Publishes Revised Regional Risk Assessments and REDIII Level A Risk Assessments Ahead of Standards v2.1 Implementation

The Sustainable Biomass Program (SBP) has today published a suite of revised SBP-endorsed Regional Risk Assessments (RRAs) and REDIII Level A Risk Assessments as part of the final preparations for the implementation of SBP Standards v2.1, effective 29 July 2026.

The publications include:

• 14 revised SBP-endorsed Regional Risk Assessments (RRAs)
• Five revised REDIII Level A Risk Assessments
• One new REDIII Level A Risk Assessment for Norway
• An updated version of the SBP Standards v2.1 Q&As
• A new Normative Interpretation clarifying the application and transition arrangements for the revised RRAs

The revised RRAs have been developed to align with the requirements introduced in SBP Standards v2.1. During the revision process, new evidence was identified for certain countries and regions, resulting in updates to the corresponding REDIII Level A Risk Assessments.

The publication of these documents follows extensive stakeholder engagement and public consultation. Feedback received from stakeholders has been reviewed and considered by SBP and the appointed Working Bodies, with responses and resulting changes documented within the assessments.

The revised RRAs and REDIII Level A Risk Assessments are effective as of 29 July 2026. A 15-month transition period will apply until 28 October 2027, aligning with the transition period established for SBP Standards v2.1.

To support organisations during the transition, SBP has also published a Normative Interpretation clarifying how the revised RRAs should be applied.

Under the transition arrangements:

• Certificate Holders certified against SBP Standards v2.0 may continue to use the corresponding SBP-endorsed or Interim RRAs until 27 October 2027.
• Once organisations are certified against SBP Standards v2.1, they must use the corresponding v2.1-aligned RRAs.
• The same transition requirements apply to REDIII Level A Risk Assessments.

Alongside the revised assessments, SBP has updated its Standards v2.1 Q&As to provide further practical guidance and clarification for Certificate Holders and other stakeholders.

SBP encourages all stakeholders to review the revised assessments and supporting materials to ensure a smooth transition to SBP Standards v2.1.
