Statement on Recent Notification from RVO

We wish to inform stakeholders that we have recently received formal notification from the Netherlands Enterprise Agency (RVO) regarding changes to the requirements for demonstrating sustainability of biomass pellets under the SDE subsidy scheme.

RVO has advised that, from 1 January 2026, pellet installations that were granted SDE subsidy prior to 2024 are required to use only European Commission (EC) recognised certification schemes under the Renewable Energy Directive (RED). As a result, these installations may no longer make use of scheme documents developed specifically for the SDE scheme.

It should be noted that the SBP certification scheme is EC-recognised under RED. Therefore, this change does not impact the ability of SBP Certificate Holders to continue to do business in the Dutch market.

This change was originally announced in a parliamentary letter dated 11 December 2025 and formally published in the Staatscourant 2026, 13045 | Overheid.nl > Officiële bekendmakingen. However, this is the first time we have received direct confirmation from RVO.

In response, the following actions will be undertaken:

  • Instruction Documents 2D and 2E will be phased out.
  • Instruction Document 5E will be updated to remove references to SDE+ claims and categories.

Affected Certificate Holders and relevant Certification Bodies have been notified, and the process to update the certification scope will now proceed. We will continue to monitor any further implications and communicate updates where necessary.
